From what I see out there it looks like dropping the level didn't break
anything and in one case it actually fixed an html based application. Given
that by definition that UTF-8 can contain multibyte characters then ridding the
level from the kludge ought to be safe.
I propose that the sentence stating, "In future the level parameter may become
obsolete.", under Section 2 be changed to, "Currently the level parameter is
obsolete and should be ignored where it exists."
