3 is correct. Many of them are NEVER picked up so never become a standard.
2 is also correct. Any developer can chose to run with them but they may find
if not compatible with others (and is something that has to be), then it
doesn't work.
1 is a 'no'. There is no tracking on just why something someone proposed,
never made standard.

The FTSC doesn't 'reject proposals'. They vote on existing ones that are in
use by enough to be a standard.

This forum contains echomail areas hosted on Nightmare BBS You can browse local echomail areas, italian fidonet areas and a selection of international fidonet areas, reading messages posted by users in Nightmare BBS or even other BBSs all over the world. You can find file areas too (functional to fidonet technology).
